He notes that Iran continues to treat the strait as de facto under its control, requiring coordination for passage, while the United States is intercepting vessels before they reach the strait.
According to Borer, the situation has become a “graded matrix” where the level of risk for ships depends on factors such as flag, ownership, cargo, and recent port calls.
