Piracy presentation at ICLN Conference at The Hague
10 December - Karsten von Hoesslin presents on piracy trends and regional cooperation
On 10 December 2009, legal experts convened in the Hague to address the legal challenges in combatting piracy off the Horn of Africa at the International Criminal Law Newtwork's 2009 Annual Conference. Risk Intelligence was asked to provide a global overview to the current state of piracy and account for the predominant trends in both tactical and organizational approaches to piracy. In addition to giving the opening presentation, Senior Analyst Karsten von Hoesslin also presented on a special panel with a ReCAAP representative during the break out session on the potential for regional cooperation.
Various legal challenges were raised at the conference. From apprehension to transfer, to prosecution, legal experts concluded that the legal institutions and frameworks are sufficient to effectively tackle piracy from the Horn of Africa. However, delegates concluded that it is a lack of will that is missing from effectively combating piracy in the Gulf of Aden and Somali Basin. In addition to the legal component, the role of financing and asset tracking within Europe was the other predominant issue raised within the conference.
Through the opening presentation, Risk Intelligence was able to effectively brief the legal experts and set the scene using both its online threat monitor, MaRisk, as well as its methodologies to help the audience understand both the tactical and organization nature of the threat at hand both off the Horn of Africa and throughout the other major piracy hotspots.
